 COVID―19のパンデミックが世界を襲う中、大気中の二酸化炭素濃度は過去最高を記録し続けています。
 2021年8月に気候変動に関する政府間パネルによって発表された第6次評価報告書への作業部会Ⅰの貢献は、人間の活動が大気、海、および土地の温暖化を促進したことを強く確認したことでした。大気、海洋、雪氷圏、生物圏はすべて、幅広く急速な変化を遂げています。
 2021年の天候も不安定でした。これは、米国テキサス州の冬の嵐がエネルギーシステムに深刻な被害を与え、北米西海岸の記録的な気温である摂氏50度近くになったこともその一例だと見られています。
 同様に、西ヨーロッパと中国は大雨に見舞われています。さらに、台湾は50年以上で最悪の干ばつを経験し、その後に異常な大雨が降りました。ここに、気候変動がどのように全世界に深刻な影響を及ぼしたかをはっきりと見ることができます。
 今日、異常気象が全世界に挑戦している中、国連はすべての国にパリ協定を実施し、より積極的な措置を講じるよう求めています。台湾は国際社会の責任ある一員として、気候変動を緩和するための世界的な取り組みとの統合に努めています。
 蔡英文総統は今年地球の日(4月22日)に、2050年までに炭素排出ゼロを実現することが台湾を含む世界の目標であると宣言しました。彼女はまた、台湾の明確な温室効果ガス排出目標を発表しました。
 蘇貞昌首相は、第33回持続可能な開発評議会の会議で、温室効果ガス削減管理法の改正法案に2050年の炭素排出ゼロ目標を含めることを発表し、二酸化炭素排出量を積極的に削減するという台湾の決意を示しました。
 ガバナンスの効率を高め、炭素価格設定メカニズムを導入し、気候変動に対する戦略を適応させるために、ますます強力な管理メカニズムとインセンティブシステムが他の重要な修正とともに導入されます。
 このような措置は、研究開発への民間投資と、台湾の持続可能な開発への市民参加を促進することを目的としています。

2050年炭素排出ゼロ達成への筋道

 台湾は長期的な削減目標を設定し、2050年の炭素排出ゼロを達成するための実際的な道筋を計画しています。行政院は、関連する省庁を調整し、炭素排出ゼロへの道に関する作業部会を召集し、中央研究院と工業技術研究院に専門家の相談を求めました。
 省庁間の技術評価を実施するために、脱炭素エネルギー、産業とエネルギー効率、グリーン輸送と車両電化、およびカーボンネガティブ技術の分野に焦点を当てるために、四つのワーキンググループが結成されました。
 エネルギーおよび産業政策に関しては、2030年、2040年、および2050年の短期、中期、および長期の目標が、炭素排出ゼロに向けた道筋に設定されます。
 さらに、環境保護局(EPA)およびその他の関連省庁は、農林業の炭素吸収源、ネットゼロの建物、グリーン輸送、低炭素などの重要な問題に関する社会的対話を促進するために、2050年のビジョンに関するパブリックコンサルテーションを開始しました。
 炭素産業、経済的手段、そして単なる変革。すべてのセクターからの多様な参加と革新的な技術への研究開発投資により、台湾は持続可能な開発のために最も適切な気候ガバナンスの道を模索します。

経験と能力を国際社会と共有し続ける

 COVID―19のパンデミックは、台湾の産業がグローバルサプライチェーンにおいて非常に信頼性が高く重要なパートナーであることを示しています。
 世界中の国々が、ネットゼロ経済を実現するためにネットゼロ排出量に関する新しい目標を次々と提案しています。台湾政府は、明確で包括的な炭素削減パスとグリーン成長戦略を策定することを目指しています。
 これらの取り組みにおいては、民間企業との連携が重要な役割を果たしています。
 八つのICT企業によって形成された台湾気候同盟は、2050年までに製造プロセスの100%で再生可能エネルギーを使用するという目標を設定し、サプライチェーンの他のメーカーが共同でこの目標を達成するように導きます。
 さらに、伝統的な製造、技術、金融、サービス産業によって形成された正味ゼロ排出のための台湾同盟は、2030年までにオフィスサイトで、2050年までに生産サイトで炭素排出ゼロを達成しようとしています。台湾政府は、民間セクターの企業やその他の関係者に対して、グリーンファイナンスやグリーンボンドなどの金融メカニズムを導入し、持続可能な開発の投資と産業の追求に好循環を生み出しています。
 気候変動の影響を非常に受けやすい地域に位置する台湾は、政策立案、関連法制度の確立、エネルギー転換、技術研究開発、産業革新、社会変革、それに対応する環境の持続可能性に長い間積極的に取り組んできました。
 気候変動へ、供給、製造、需要、環境保護の面から持続可能な緑の故郷を積極的に構築したいと考えています。さらに、台湾はこの危機を克服するために、その経験と能力を国際社会と共有し続けます。
 協力する精神は、グローバルな取り組みを加速し、拡大するための鍵であり続けます。台湾は国連加盟国ではありませんが、常に国際社会の模範市民となることを目指しています。

Cooperando com o mundo para alcançar um futuro líquido zero

Enquanto a pandemia de COVID-19 assola o mundo, as concentrações de dióxido de carbono na atmosfera continuam atingindo níveis recordes. A contribuição do Grupo de Trabalho I para o Sexto Relatório de Avaliação publicado pelo Painel Intergovernamental sobre Mudanças Climáticas em agosto de 2021 confirmou fortemente que a atividade humana promoveu o aquecimento da atmosfera, dos oceanos e da terra. A atmosfera, os oceanos, a criosfera e a biosfera sofreram mudanças amplas e rápidas. O clima em 2021 também foi instável, como pode ser visto pela tempestade de inverno no estado americano do Texas, que danificou gravemente o sistema de energia e as temperaturas recordes de quase 50 graus Celsius na costa oeste da América do Norte. Da mesma forma, a Europa Ocidental e a China sofreram com fortes chuvas. Além disso, Taiwan experimentou sua pior seca em mais de 50 anos, que foi seguida por chuvas anormalmente fortes. Pode-se ver claramente como as mudanças climáticas afetaram profundamente o mundo inteiro.

Com eventos climáticos extremos desafiando o mundo inteiro hoje, as Nações Unidas conclamam todos os países a implementarem o Acordo de Paris e a tomarem medidas mais pró-ativas. Como membro responsável da comunidade internacional, Taiwan se esforça para se integrar aos esforços globais para mitigar as mudanças climáticas. A presidenta Tsai Ing-wen declarou no Dia da Terra deste ano (22 de abril) que realizar emissões líquidas zero até 2050 é a meta do mundo, incluindo Taiwan. Ela também revelou metas claras de emissão de gases de efeito estufa para Taiwan. Na 33ª reunião do Conselho Nacional para o Desenvolvimento Sustentável, o premiê Su Tseng-chang anunciou a inclusão da meta de emissão líquida zero para 2050 no projeto de lei de alteração da Lei de Gestão e Redução de Gases de Efeito Estufa, demonstrando a determinação de Taiwan em reduzir ativamente as emissões de carbono. Mais e mais fortes mecanismos de gestão e sistemas de incentivos serão introduzidos com outras emendas vitais para aumentar a eficiência da governança, introduzir mecanismos de precificação de carbono e adaptar estratégias para mudanças climáticas. Tais medidas visam estimular o investimento privado em pesquisa e desenvolvimento, bem como a participação pública no desenvolvimento sustentável de Taiwan.

Taiwan estabeleceu metas de redução de longo prazo e está planejando um caminho prático para atingir 2050 emissões líquidas zero. O Yuan Executivo coordenou ministérios e agências relevantes, reuniu um grupo de trabalho sobre os caminhos para emissões líquidas zero e buscou consultoria profissional da Academia Sinica e do Instituto de Pesquisa de Tecnologia Industrial. Quatro grupos de trabalho foram formados para enfocar as áreas de energia descarbonizada, indústria e eficiência energética, transporte verde e eletrificação de veículos e tecnologia de carbono negativo para realizar avaliações técnicas interministeriais. Com relação às políticas energética e industrial, os marcadores de curto, médio e longo prazo para 2030, 2040 e 2050 serão definidos no caminho para emissões líquidas zero. Além disso, a Administração de Proteção Ambiental (EPA) e outros ministérios e agências relevantes lançaram uma consulta pública sobre visões para 2050 para facilitar o diálogo social sobre questões críticas, como sumidouros de carbono agrícolas e florestais, edifícios líquidos zero, transporte verde, baixo indústrias de carbono, instrumentos econômicos e apenas transformação. Com participação diversificada de todos os setores e investimento em pesquisa e desenvolvimento em tecnologia inovadora, Taiwan buscará o caminho de governança climática mais adequado para seu desenvolvimento sustentável.

A pandemia COVID-19 mostrou que as indústrias de Taiwan são um parceiro extremamente confiável e significativo na cadeia de abastecimento global. Países em todo o mundo propuseram sucessivamente novos objetivos sobre emissões líquidas de zero para gerar uma economia líquida de zero. O governo de Taiwan pretende formular um caminho de redução de carbono claro e abrangente e uma estratégia de crescimento verde. A cooperação com empresas privadas desempenha um papel crítico nesses esforços. A Taiwan Climate Alliance, formada por oito empresas de TIC, estabeleceu a meta de usar energia renovável em 100 por cento de seus processos de fabricação até 2050 e levará outros fabricantes da cadeia de suprimentos a atingirem essa meta em conjunto. Além disso, a Taiwan Alliance for Net Zero Emission, formada por indústrias tradicionais de manufatura, tecnologia, finanças e serviços, busca atingir emissões líquidas de carbono zero em escritórios até 2030 e em locais de produção até 2050. Para apoiar as ações climáticas de empresas e outros atores do setor privado, o governo de Taiwan implementou mecanismos financeiros, como financiamento verde e títulos verdes, criando assim um círculo virtuoso no investimento e na busca industrial do desenvolvimento sustentável.

Taiwan, situada em uma região altamente vulnerável aos efeitos da mudança climática, há muito tempo está ativamente envolvida na formulação de políticas, estabelecimento de sistemas jurídicos relacionados, transformação de energia, pesquisa e desenvolvimento tecnológico, inovação industrial, transformação social e sustentabilidade ambiental em resposta às mudanças climáticas. Ela espera construir ativamente uma pátria verde sustentável a partir das facetas de oferta, fabricação, demanda e proteção ambiental. Além disso, Taiwan continuará a compartilhar suas experiências e capacidades com a comunidade internacional para superar esta crise.

O espírito de cooperação e trabalho conjunto continua sendo a chave para acelerar e ampliar os esforços globais. Embora Taiwan não seja membro das Nações Unidas, sempre buscará ser um cidadão modelo para a comunidade internacional. Cooperating with the world to achieve a net-zero future

As the COVID-19 pandemic ravages the world, carbon dioxide concentrations in the atmosphere keep setting record highs. The Working Group I contribution to the Sixth Assessment Report published by the Intergovernmental Panel on Climate Change in August 2021 strongly confirmed that human activity has furthered the warming of the atmosphere, oceans, and land. The atmosphere, oceans, cryosphere, and biosphere have all undergone broad and rapid changes. The weather in 2021 has also been unstable, as can be seen by the winter storm in the US state of Texas that severely damaged the energy system and the record-setting temperatures of nearly 50 degrees Celsius on the North American west coast. By the same token, Western Europe and China have suffered from heavy rains. In addition, Taiwan experienced its worst drought in more than 50 years, which was followed by abnormally heavy rainfall. One can clearly see how climate change has profoundly affected the whole world.

With extreme weather events challenging the entire globe today, the United Nations calls on all countries to implement the Paris Agreement and take more proactive steps. As a responsible member of the international community, Taiwan strives to integrate with global efforts to mitigate climate change. President Tsai Ing-wen declared on this year’s Earth Day (April 22) that realizing net-zero emissions by 2050 is the goal of the world, including Taiwan. She also unveiled clear greenhouse gas emission targets for Taiwan. At the 33rd meeting of the National Council for Sustainable Development, Premier Su Tseng-chang announced the inclusion of the 2050 net-zero emission target in the amendment bill for the Greenhouse Gas Reduction and Management Act, demonstrating Taiwan’s determination to actively reduce carbon emissions. More and stronger management mechanisms and incentive systems will be introduced with other vital amendments so as to enhance governance efficiency, introduce carbon pricing mechanisms, and adapt strategies for climate change. Such measures aim to encourage private investment in research and development, as well as public participation in the sustainable development of Taiwan.

Taiwan has established long-term reduction targets and is planning a practical path to attain 2050 net-zero emissions. The Executive Yuan has coordinated relevant ministries and agencies, convened a working group on paths to net-zero emissions, and sought professional consultation from Academia Sinica and the Industrial Technology Research Institute. Four working groups have been formed to focus on the areas of decarbonized energy, industry and energy efficiency, green transportation and vehicle electrification, and carbon-negative technology so as to carry out interministerial technical assessments. With respect to energy and industrial policies, short-, medium-, and long-term markers for 2030, 2040, and 2050 will be set on the path toward net-zero emissions. In addition, the Environmental Protection Administration (EPA) and other relevant ministries and agencies have launched a public consultation on visions for 2050 to facilitate social dialogue on critical issues such as agricultural and forestry carbon sinks, net-zero buildings, green transportation, low-carbon industries, economic instruments, and just transformation. With diverse participation from all sectors and research and development investment in innovative technology, Taiwan will seek the most suitable climate governance path for its sustainable development.

The COVID-19 pandemic has shown that Taiwan’s industries are an extremely reliable and significant partner in the global supply chain. Countries worldwide have successively proposed new goals on net-zero emissions to bring about a net-zero economy. The Taiwan government aims to formulate a clear and comprehensive carbon reduction path and green growth strategy. Cooperation with private enterprises plays a critical role in these efforts. The Taiwan Climate Alliance, formed by eight ICT companies, has set the goal of using renewable energy in 100 percent of their manufacturing processes by 2050 and will lead other manufacturers in the supply chain to jointly reach this target. In addition, the Taiwan Alliance for Net Zero Emission, formed by traditional manufacturing, technology, finance, and service industries, seeks to attain net-zero carbon emissions at office sites by 2030 and at production sites by 2050. To support the climate actions of enterprises and other actors in the private sector, the Taiwan government has implemented financial mechanisms such as green financing and green bonds, thus creating a virtuous circle in the investment and industrial pursuit of sustainable development.

Taiwan, situated in a region highly vulnerable to the effects of climate change, has long been actively engaged in policy formulation, the establishment of related legal systems, energy transformation, technological research and development, industrial innovation, social transformation, and environmental sustainability in response to climate change. It hopes to actively construct a sustainable green homeland from the facets of supply, manufacturing, demand, and environmental protection. Furthermore, Taiwan will continue to share its experiences and capabilities with the international community to overcome this crisis.

The spirit of cooperating and working together remains key to accelerating and extending global efforts. Although Taiwan is not a member of the United Nations, it will always seek to be a model citizen for the international community. We will continue to work with all other countries to foster a global net-zero emissions future and a more resilient living environment for coming generations and to realize intergenerational justice.
